Suala la kuzuia sehemu za ushuru mara nyingi huwa na ugumu. Kwa mfano, majadiliano juu ya kutolipa kwa sehemu hiyo ya kodi ya kibinafsi inayotumiwa kwa madhumuni ya kijeshi, au mwelekeo wake kwa madhumuni ya amani, huwa yanalenga matatizo ya kiutendaji (ya kisheria), na\/au athari za kimaadili (kama vile kuhusisha wafanyakazi katika idara za fedha ambao wenyewe hawapingi kulipa). Kuna maoni mbalimbali juu ya jambo hili, na kwa kuzingatia hili ningependa kuchangia mtazamo wa kibiblia.   <\/p>\n<p>Watu fulani wenye mwelekeo wa kukataa kupotoshwa au kutolipwa wanaweza kufanya hivyo kwa msingi wa usemi maarufu wa Yesu ili kujibu swali kuhusu ikiwa Wayahudi wanapaswa kulipa kodi kwa maliki Mroma: \u201cMpeni Kaisari . . . . Wasomi wa Semina ya Yesu wanakubali kwamba msemo huo ni wa kweli wa Yesu: umeandikwa katika Injili tatu kati ya nne (Mk 12:13-17; Mt. 22:15-22; Lk. 20: 20-26), na karibu kufanana kabisa katika Injili ya Tomaso (100: 2). Hii ilikuwa ni ushuru wa kura inayotozwa kila mwanamume mwenye umri wa kati ya miaka 14 na 65 na kwa kila mwanamke aliye na umri wa kati ya miaka 12 na 65. Ilifanya kazi kama aina ya kodi iliyochukuliwa kuwa ardhi yote hatimaye ilikuwa ya Milki ya Roma.  <\/p>\n<p>Yesu aliwauliza waulizaji wake sarafu ambayo kodi ililipwa kwa (dinari ya Kirumi), akidokeza kwamba hakuwa nayo. Inaweza kuwa tu kwamba hakuwa na sarafu hiyo mahususi siku hiyo; hata hivyo, kunaweza kuwa na zaidi yake. Ukosefu wake wa sarafu unaweza kuwa muhimu kwa sababu mbili: kidini na kiuchumi (na kwa ugani wa kisiasa). Dinari aliyopewa ilikuwa na wasifu wa kichwa cha Tiberio ambacho juu yake kulikuwa na shada la maua (ishara ya uungu wake); ilikuwa imeandikwa epigram Ti(berius) Caesar Divi Aug(usti) F(ilus) Augustus: &#8221;Mfalme Tiberio august mwana wa Mungu august.&#8221; Upande wa nyuma ulionyesha mama ya maliki, Livia, akiwa ameketi kwenye kiti cha enzi cha miungu (akiashiria uungu wake). Sanamu na picha hizo zilikuwa ni dharau kwa kila Myahudi mcha Mungu kwani zilikuwa ni ukiukaji wa Amri ya Pili iliyokataza sanamu za kuchonga za &#8221;vitu vilivyo duniani, chini ya nchi, au mbinguni.&#8221; ( Kut. 20:4-6; Kum. 8:5 ) Yesu angeweza kuonyesha kwamba kuwa na sarafu hiyo kulikuwa uthibitisho wa kwamba waliokuwa nayo walikuwa waabudu sanamu, waliochafuliwa na itikadi ya kigeni. Ukosefu wake wa sarafu ungeweza pia kumaanisha kwamba alikataa mfumo wa kiuchumi wa Kiroma, na kwa kuukataa mfumo huo alijiona kuwa si wajibu wa kulipa kodi\u2014hakuwa na deni la Kaisari. (Mapema katika huduma yake, Yesu alikuwa amewakataza waziwazi wanafunzi wake kubeba pesa yoyote [ Luka 10:4 ; linganisha Luka 22:36 ], ambayo wafafanuzi fulani wadokeza kuwa ni uumbaji wa Luka badala ya usemi wa Yesu.) Kinyume cha hilo, wale waliokuwa na sarafu walishiriki katika mfumo\u2014walitumia pesa za maliki\u2014na kwa hiyo hawakuwa na chaguo; walikuwa chini ya nira ya Kaisari, walipaswa kutii sheria, na walilazimika kulipa kodi.        <\/p>\n<p>Michel Clevenot, katika <em>Mbinu za Kuzingatia Mambo ya Biblia<\/em> , anaandika:<\/p>\n<blockquote><p>Inakabiliwa na sarafu inayoashiria uvamizi wa Warumi na nguvu za tabaka tawala zinazoshirikiana na Warumi. . . Yesu anatoa jibu linaloonyesha kwamba wapinzani wake wanasahau tu kile &#8221;cha Mungu.&#8221; Na kilicho cha Mungu kama si Israeli. . . ? Kwa hiyo, maagizo \u201cMlipeni Kaisari stahili ya Kaisari, na mlipeni Mungu haki ya Mungu\u201d yanamaanisha kushinda tena kutoka kwa Kaisari. . . kilicho cha Mungu.  <\/p><\/blockquote>\n<p>Wayahudi walikumbushwa katika Mambo ya Walawi 25:23 kwamba Israeli ilikuwa mali ya Mungu: &#8221;Nchi ni yangu na ninyi ni wageni na wapangaji wangu.&#8221; Kwa hiyo hawakuwa na mamlaka wala mamlaka ya kukabidhi ardhi, au mazao yake kwa mtu mwingine yeyote. Kwa kuwatoza kodi watu wa Mungu, Kaisari alikuwa akinyakua enzi kuu ya Mungu. Kuhusu \u201ckurejeshwa tena na Kaisari,\u201d hata baada ya Ufufuo wanafunzi wa Yesu bado walitazamia ukombozi wa kisiasa wa Israeli (Mdo. 1:6).   <\/p>\n<p>Robert Eisler, katika kitabu chake, <em>Masihi Yesu na Yohana Mbatizaji<\/em> , abishana hivi: \u201c\u2018Mpeni Kaisari yaliyo ya Kaisari\u2019 kwa kweli humaanisha: \u2018Tupeni za Kaisari .<\/p>\n<p>Yesu wa Galilaya angejua historia yake ya eneo hilo. Angejua vyema kwamba kizazi kimoja mapema, mwaka wa 6 WK, mwananchi mwenzake, Yuda, alisulubishwa kwa sababu ya kuongoza uasi wa kodi kwa msingi wa kwamba kulipa kodi kwa Kaisari lilikuwa kosa dhidi ya Amri ya Kwanza. Huenda Yesu pia alifahamu msemo wa Wamakabayo wa karne ya pili KWK, unaohusishwa na Matathia, baba ya Yuda kiongozi wa uasi dhidi ya Wasiria. Katika usemi unaofanana na ule wa Yesu, Matathia aliwahimiza wanawe, \u201cWalipeni Mataifa inavyowastahili, na kuzishika amri za Mungu\u201d\u2014kauli isiyoeleweka kimakusudi, lakini iliyo wazi vya kutosha kwa wale wanaojua. Maneno ya Matathia yangeweza kuwa kielelezo cha jibu la Yesu, lililo wazi vya kutosha &#8221;kwa wale walio na masikio ya kusikia.&#8221;    <\/p>\n<p>Jambo lingine la kuzingatia: kodi za kura za maoni huwa mzito zaidi kwa walio maskini zaidi, na ikiwa kweli Yesu alikuwa na kile ambacho katika jargon ya kisasa kinarejelewa kuwa \u201cchaguo la upendeleo kwa maskini,\u201d je, angekuza kodi ambayo inawalemea zaidi\u2014na isivyo haki? Wakati wa kutafakari hili ni vyema kukumbuka kwamba wakati wa kushughulika na ushuru mwingine wa kura, kodi ya hekalu, alisema kuwa &#8221;wananchi wako huru [yao],&#8221; yaani, hawalazimiki kuilipa. ( Mt. 17:24-27\u2014hii ndiyo ripoti pekee ya kisheria; baadhi ya wasomi wanapendekeza kuwa ni uumbaji wa Kanisa la kwanza badala ya kutoka kwa maisha ya Yesu.)  <\/p>\n<p>Wakati fulani inapendekezwa kuwa agizo la Paulo katika Rum. 13:6-7 kulipa kodi kwa Kaisari, inapendekeza usemi wa Yesu, ambao Paulo aliufasiri kuwa wa kutetea malipo. Labda hii inaweza kuwa hivyo, lakini mtu pia anapaswa kuzingatia watu aliokuwa akiwahutubia, na hali zao. Ingawa Yesu alitumia muda mwingi wa wakati wake katika Galilaya ya Herode Antipa (ambayo haikuwa chini ya utawala wa moja kwa moja wa Kirumi, na ambapo kutozwa ushuru wa moja kwa moja kwa Kaisari halikuwa suala), hali katika Roma ilikuwa tofauti sana na iliacha nafasi ndogo ya kufanya ujanja. Isipokuwa walitaka kuhukumiwa kifungo na pengine kifo, hawakuwa na njia nyingine ila kulipa kodi. Haijalishi msukumo wake upi, Paulo wa kipragmatiki kimsingi alikuwa anashauri akili ya kawaida.     <\/p>\n<p>Bila kujali ujuzi wa Paulo na ufahamu wake wa usemi wa Yesu, inabidi kuwekwa kando ya Luka, ambaye kwa hakika alijua juu yake (Luka 20:20-26). Si hivyo tu, yeye ndiye chanzo pekee cha kisheria kinachoripoti yale wasikilizaji wa Yesu walifikiri kwamba walisikia. Kulingana na Luka 23:1-2 , mojawapo ya mashtaka machache hususa yaliyoletwa dhidi ya Yesu alipokuwa mbele ya Pilato ni kwamba &#8221;anapinga malipo ya kodi kwa Kaisari.&#8221; Hili linaonyesha kwamba nafasi ya Yesu juu ya <g id=\"gid_0\">tributum capitis<\/g> ilikuwa sababu katika sarakasi za kisiasa mbele ya mkuu wa mkoa wa Kirumi, na kwamba washtaki wake walikuwa na &#8221;masikio ya kusikia&#8221; na waliamini alifuata mfano wa Yuda mwananchi wake; ukweli kwamba walijaribu kumtega kwanza unaonyesha walishuku msimamo wake wa kweli. Yuda na Yesu walishiriki hatima sawa.    <\/p>\n<p>Lakini hata ikiwa Yesu alikuwa akitetea malipo, kwa kuzingatia hali ya kutozwa, je, ni jambo la busara kudhania kuwa alikuwa akijaribu kuwasilisha taarifa ya uhakika juu ya mahusiano kati ya wafuasi wake na serikali? Hili linaonekana kutowezekana. Hatujui kama Paulo alijua kuhusu usemi wa \u201cMpeni Kaisari,\u201d lakini hata kama alijua\u2014na kauli yake mwenyewe katika Rum. 13:6-7 ilitegemea hilo\u2014maneno hayo yalielekezwa kwa kikundi cha watu kinachotambulika katika wakati na mahali hususa. Kwa hivyo, si kanuni nzuri ya kihemenetiki ambayo kwayo inaweza kujumuisha watu wote au kujumlisha.    <\/p>\n<p>Utafiti huu mfupi unaonyesha kwamba tafsiri ya kimapokeo ya kihafidhina ya usemi wa Yesu inapingana na kile wasikilizaji wake walichofikiri kuwa alikuwa akitetea; ijapokuwa inasikitishwa, inawezekana kwamba Yesu alihimiza kutolipwa. Lakini hata kama kulikuwa na upatano kati ya wasikilizaji wa awali na wafasiri wa kisasa, kwa kuzingatia hali ya Yesu alipotoa kauli hiyo, ni jambo la kutiliwa shaka ikiwa mahitimisho yoyote magumu na ya haraka yanaweza kufikiwa.
